FR) Belgique: stop au sabotage du soutien à l’Ukraine!

En réaction à l’invasion à grande échelle de l’Ukraine par la Russie en février 2022, de nombreux pays ont gelé les avoirs russes, qu’il s’agisse de fonds appartenant à l’État russe ou à des oligarques proches du régime. Environ deux tiers de ces avoirs, soit près de 190 milliards d’euros, sont bloqués chez Euroclear, à Bruxelles. Le reste est immobilisé au Luxembourg, au Royaume-Uni, en France, en Allemagne, en Suisse, aux États-Unis et au Japon.

Depuis le début de la guerre, l’État ukrainien et la société civile réclament que ces fonds soient utilisés pour compenser les immenses destructions provoquées par la Russie, et ce, afin de reconstruire l’Ukraine et de soutenir sa résistance légitime.

Depuis plus de trois ans, l’État belge prélève des impôts sur les avoirs bloqués chez Euroclear, engrangeant environ1,25 milliards d’euros par an. Jamais, durant cette période, l’aide belge à l’Ukraine n’a atteint ce montant. Paradoxalement, la Belgique a simultanément dépensé près du double pour acheter du gaz russe, continuant ainsi à alimenter la machine de guerre de Poutine.

Lors du dernier sommet européen du 23 octobre 2025, la Belgique, par la voix du Premier ministre Bart De Wever, a joué un rôle déterminant dans le blocage de l’utilisation des avoirs russes gelés comme garantie d’un prêt de 140 milliards d’euros à l’Ukraine. Ce financement est pourtant vital pour que le pays puisse maintenir sa défense et assurer ses dépenses civiles. Le gouvernement belge invoque divers arguments juridiques, mais aucun d’eux n’est insurmontable.

Nous, habitants de Belgique solidaires du peuple ukrainien, citoyens ukrainiens vivant en Belgique et citoyens solidaires en Europe et dans le monde, exigeons du gouvernement belge qu’il cesse immédiatement de s’opposer à l’utilisation des fonds russes bloqués chez Euroclear au profit de l’Ukraine.

Ces fonds doivent être utilisés entièrement pour contribuer à la défense et à la reconstruction de l’Ukraine.

NL) België, stop de sabotage van steun aan Oekraïne!

Als reactie op de grootschalige invasie van Oekraïne door Rusland in februari 2022, werden in heel wat landen Russische tegoeden, hoofdzakelijk van de Russische staat en oligarchen, bevroren. Ongeveer 2/3 van deze geblokkeerde tegoeden, ongeveer 190 miljard €, bevindt zich bij Euroclear in Brussel. Het resterende deel bevindt zich in Luxemburg, het Verenigd Koninkrijk, Frankrijk, Duitsland, Zwitserland, de VS, en Japan.

Sinds het begin van de invasie vraagt de Oekraïense staat én civiele maatschappij de vrijgave van deze fondsen als vergoeding van de door Rusland aangerichte schade, voor de wederopbouw van Oekraïne en om de gerechtvaardigde verdediging van Oekraïne te ondersteunen.

De afgelopen 3,5 jaar werden door de Belgische staat belastingen geheven op de bij Euroclear geblokkeerde fondsen, ongeveer 1,25 miljard per jaar. In geen enkel jaar overtrof de Belgische steun aan Oekraïne dit bedrag aan belastinginkomsten. Intussen gaf België wel bijna dubbel zoveel uit aan het aankopen van Russisch gas, en bleef het zo de oorlogskas van Poetin spijzen.

Op de laatste Europese topontmoeting op 23 oktober 2025 speelde België bij monde van premier De Wever een sleutelrol in het saboteren van het gebruik van de bij Euroclear geblokkeerde tegoeden als waarborg voor een lening aan Oekraïne van 140 miljard euro, fondsen waaraan het land dringend nood heeft om haar verdediging en civiele uitgaven in stand te houden. De Belgische regering verstopt zich daarbij achter allerlei – niet onoverkomelijke – juridische argumenten.

Wij, inwoners van België in solidariteit met de Oekraïense bevolking, Oekraïense burgers in België, en solidaire burgers van elders in Europa en de wereld, eisen dat de Belgische regering haar verzet stopzet tegen het gebruik ten voordele van Oekraïne van de bij EuroClear in Brussel geblokkeerde Russische tegoeden. Deze fondsen moeten integraal gebruikt worden om bij te dragen aan de verdediging en wederopbouw van Oekraïne.

ENG) Belgium, stop sabotaging support for Ukraine!

In response to Russia's large-scale invasion of Ukraine in February 2022, Russian assets, mainly belonging to the Russian state and oligarchs, were frozen in many countries. Approximately two-thirds of these frozen assets, around €190 billion, are held by Euroclear in Brussels. The remainder is held in Luxembourg, the United Kingdom, France, Germany, Switzerland, the United States and Japan.

Since the beginning of the invasion, the Ukrainian state and civil society have been calling for the release of these funds as compensation for the damage caused by Russia, for the reconstruction of Ukraine and to support Ukraine's legitimate defense.

Over the past 3.5 years, the Belgian government has levied taxes on the funds blocked at Euroclear, amounting to approximately 1.25 billion per year. In no single year did Belgian aid to Ukraine exceed this amount of tax revenue. Meanwhile, Belgium spent almost twice as much on purchasing Russian gas, thus continuing to feed Putin's war chest.

At the last European summit on the 23th of October 2025, Belgium, through Prime Minister De Wever, played a key role in sabotaging the use of the funds blocked at Euroclear as collateral for a 140-billion-euro loan to Ukraine, funds that the country urgently needs to maintain its defense and civil expenditure.

The Belgian government is hiding behind all kinds of - not insurmountable legal arguments.

We, Belgian citizens in solidarity with the Ukrainian people, Ukrainian citizens in Belgium, and citizens in solidarity from elsewhere in Europe and the world, demand that the Belgian government ends its opposition to the use for Ukraine of the Russian assets frozen at Euroclear in Brussels. These funds should be used in full to contribute to the defense and reconstruction of Ukraine.

UKR) Бельгія, припиніть саботувати підтримку України!

У відповідь на масштабне вторгнення Росії в Україну в лютому 2022 року, російські активи, що належать переважно російській державі та олігархам, були заморожені в багатьох країнах.

‍
Приблизно дві третини цих заморожених активів, близько 190 мільярдів євро, зберігаються в группі Euroclear в Брюсселі. Решта зберігається в Люксембурзі, Великій Британії, Франції, Німеччині, США та Японії.

З початку вторгнення українська держава та громадянське суспільство закликають звільнити ці кошти як компенсацію за шкоду, заподіяну Росією, для відбудови України та підтримки її законної оборони.

Протягом останніх 3,5 років бельгійський уряд стягував податки з коштів, заблокованих в Euroclear, на суму приблизно 1,25 млрд євро на рік. Жодного року бельгійська допомога Україні не перевищувала цю суму податкових надходжень. Тим часом Бельгія витратила майже вдвічі більше на закупівлю російського газу, тим самим продовжуючи наповнювати військову скарбницю Путіна.

На останньому європейському саміті (23 жовтня 2025) Бельгія, через прем'єр-міністра Де Вевера (Bart De Wever), відіграла ключову роль у саботуванні використання активів, заморожених в Euroclear, як застави для надання Україні позики в розмірі 140 мільярдів євро, коштів, які країна терміново потребує для підтримки своєї оборони та цивільних витрат. Бельгійський уряд ховається за всілякими юридичними аргументами, які не є непереборними.

Ми, бельгійські громадяни, солідарні з українським народом, українські громадяни в Бельгії та солідарні громадяни з інших країн Європи та світу, вимагаємо, щоб бельгійський уряд припинив свою опозицію щодо передачі Україні російських активів, заморожених в Euroclear у Брюсселі.

Ми, громадяни Бельгії, які солідарні з українським народом, громадяни України, які проживають у Бельгії, та громадяни інших країн Європи і світу, які солідарні з Україною, вимагаємо від бельгійського уряду припинити протидію використанню Україною російських активів, заморожених в Євроклірі в Брюсселі. Ці кошти слід використовувати повністю для сприяння обороні та відновленню України.
